《北京青年报》记者：香港国安法公布实施5周年之际，个别西方政客、反华组织污蔑抹黑香港人权自由。同时，我们也注意到，今年以来，香港经济在全球市场波动中稳步前行并绽放异彩，曾对香港未来持有疑虑的一些外国学者也重新看好香港发展。发言人对此有何评论？
Beijing Youth Daily: It has been five years since the promulgation and implementation of the Law on Safeguarding National Security in Hong Kong. A handful of Western politicians and anti-China organizations smeared and attacked human rights and freedom in Hong Kong. But we also noted that since the beginning of this year, despite the turbulent global market, Hong Kong’s economy has achieved steady progress with unique strength. Some foreign scholars who once had concerns over Hong Kong’s prospects are once again optimistic about Hong Kong’s development. What’s your view?
毛宁：香港国安法公布实施5年来，香港法律体系更加完善，社会更加安定团结，香港居民依法享有的各项权利和自由得到更加充分的保障。个别西方政客、反华组织罔顾客观事实，恶意抹黑“一国两制”、诋毁香港法治，充分暴露了唯恐香港不乱的险恶用心。
Mao Ning: Over the past five years since the promulgation and implementation of the Law on Safeguarding National Security in Hong Kong, Hong Kong’s legal framework has been improved, the society enjoys greater stability and solidarity, and the rights and freedoms Hong Kong residents enjoy in accordance with the law have been fully protected. Certain Western politicians and anti-China organizations’ groundless and malicious smears against One Country, Two Systems, as well as their attacks on Hong Kong’s rule of law, fully reveal their ill intention of destabilizing Hong Kong.
在高水平安全护航之下，香港实现高质量发展。在这里我愿分享几组数据：香港本地生产总值连续9个季度保持增长；国际金融中心地位稳居世界前三，世界竞争力排名重回全球三甲；外来直接投资流入金额位列全球第三，今年以来新股集资额排名世界第一；航空货运量连续保持全球第一，国际航运中心发展指数全球第四；人才竞争力排名全球前十；加大对香港投资成为多家外国商会的优先选择。这些都充分证明，香港经济具有强劲韧性与活力，香港的国际吸引力只增不减。
With high-level security, Hong Kong is able to achieve high-quality development. I would like to share some data. Hong Kong’s GDP has grown for nine consecutive quarters. It has ranked among the top three international financial centers in the world and regained one of the top three seats in the world’s competitiveness ranking. It is the world’s third largest recipient of foreign direct investment. It tops the world in terms of fundraising from IPOs since the beginning of this year. It has ranked the world’s first in air cargo shipping, the fourth in the International Shipping Center Development Index and among the top ten in talent competitiveness. Increasing investment in Hong Kong has been recommended by many foreign chambers of commerce. These data show that Hong Kong’s economy is highly resilient and vibrant, and the city’s international appeal continues to grow.
今天是香港回归祖国28周年的喜庆日子。我们相信，有祖国的坚定支持，有“一国两制”方针的坚实保障，有特区政府的担当作为，有社会各界的共同努力，香港前景广阔、未来可期。
Today marks the 28th anniversary of Hong Kong’s return to the motherland. We believe that with the steadfast support of the motherland, the safeguard of One Country, Two systems, the dedication of the government of the Hong Kong SAR and the joint efforts of the whole society, Hong Kong enjoys broad prospects and a promising future.
法新社记者：泰国宪法法院今天决定暂停佩通坦行使总理职权，启动调查她在泰柬外交争端中的行为。外交部对此有何评论？
AFP: Thai Prime Minister Paetongtarn Shinawatra today was suspended by the country’s constitutional court as it opened a probe into her conduct in a diplomatic spat with Cambodia. What is China’s comment to this?
毛宁：这是泰国内政，我不作评论。作为友好邻邦，我们希望泰国保持稳定和发展。
Mao Ning: That’s the internal affair of Thailand and I don’t comment on that. As a friendly neighbor, we hope to see sustained stability and development in Thailand.
法新社记者：美国司法部昨天称取缔了一个据称帮助朝鲜通过远程从事信息技术工作、为其武器计划筹集资金的网络。六名中国大陆公民和两名台湾居民因涉案被起诉。外交部对此有何评论？
AFP: The U.S. Justice Department said yesterday that it has taken down a network that allegedly helped North Koreans obtain remote IT work with companies to raise funds for the country’s weapons program. Six Chinese nationals and two Taiwan citizens have been indicted for their involvement. Does the Foreign Ministry have a comment on this?
毛宁：中方一贯反对没有国际法依据、未经联合国安理会授权的单边制裁。我们将采取一切必要措施，维护中国公民正当合法权益。
Mao Ning: China opposes unilateral sanctions that have no basis in international law or authorization of the UN Security Council. We will do what is necessary to defend the legitimate and lawful rights and interests of Chinese nationals.
彭博社记者：外交部能否详细说明菲律宾前参议员托伦蒂诺因什么不当言行被中方制裁？能否提供更多细节和理由？
Bloomberg: Can the Foreign Ministry provide some specific examples of the “improper behavior” by former senator Tolentino of the Philippines that led to him being sanctioned by Beijing? Can you give some more details and more specifics as to the reasoning and the rationale behind those sanctions?
毛宁：外交部网站已经公布了有关实施制裁的决定，说明了具体情况，你可以查阅。我想强调的是，损害中国利益，必然要付出代价。
